Enskumælandi ráð Mýrdalshrepps var í dag veitt samfélagsviðurkenning Byggðastofnunar, Landstólpann 2024. (English below)

Viðurkenningin var afhent á ársfundi Byggðastofnunar sem fram fór í Bolungarvík og er þetta í þrettánda sinn sem viðurkenningin er veitt. Alls bárust 65 tilnefningar til 26 einstaklinga/verkefna víða af landinu.

Íbúum í Mýrdalshrepp hefur fjölgað hratt undanfarinn áratug og er fjölgunin að stórum hluta borin uppi af innflytjendum en rúmlega helmingur íbúa í sveitarfélaginu er af erlendu bergi brotinn. Árið 2022 var enskumælandi ráð sett á laggirnar í Vík í ljósi þess að fjöldi erlendra íbúa á kjörskrá fjórfaldaðist í kjölfar breytinga á kosningalögum. Í stað þess að hafa þurft að búa á staðnum í fimm ár til að vera gjaldgeng í sveitarstjórnarkosningum þurfti eingöngu að hafa búið þar í þrjú ár.

Ráðið skipa sjö fulltruar af sex þjóðernum, sem endurspeglar hið fjölbreytta samfélag í Vík en þar býr fólk af um 20 þjóðernum. Viðtökur íbúa við ráðinu hafa verið góðar og var strax mikill áhugi fyrir því að sitja í ráðinu. Hugmyndinni að ráðinu var komið út í umræðuna fyrir kosningar, haldnir fundir á ensku og kosningaefni gefið út á ensku og íslensku.

Mikilvægt að allir hafi jöfn tækifæri að ákvarðanatöku

Einar Freyr Elínarson sveitarstjóri í Mýrdalshrepp segir að eftir þessar breytingar hafi tilfinningin verið sú að stór hluti samfélagins væri í raun frekar afskiptur og hefði hvorki rödd né tækifæri til að koma sínum hugmyndum á framfæri og taka raunverulega þátt í stefnumótunum og ákvörðunum. ,,Við erum með fjölmennan hóp erlendra íbúa sem greiða fulla skatta til samfélagsins og hafa rétt til að kjósa til sveitarstjórna. Sökum aðstæðna hafa ekki allir sömu tækifæri til þess að læra íslensku í ljósi þess að enska er ráðandi tungumál í ferðaþjónustu sem er okkar stærsta atvinnugrein. Okkur þótti mikilvægt jafnréttismál að allir íbúar hefðu raunveruleg tækifæri til þess að eiga aðkomu að stefnumótun og ákvarðanatöku og enskumælandi ráðið er liður í því“ segir Einar Freyr.

Hann segir að þannig sé tryggt að nýir íbúar fái sitt pláss og geti nýtt sína rödd. „Markmiðið var þannig alltaf að leyfa röddum allra íbúa að heyrast, en það er ólíkt hvernig sveitarfélög nálgast þetta málefni. Það er skipað pólítískt í þetta ráð og greitt fyrir setu á fundum á sama hátt og í öðrum ráðum. Við vildum taka þessu alvarlega og ekki missa þetta í einhvers konar krúttverkefni“ segir Einar Freyr og bætir við „Þetta er vissulega þróunarverkefni, við erumenn að móta verksviðið og málefni. Ráðið ber ábyrgð á málefnum nýrra íbúa í sveitarfélaginu en við vildum ekki afmarka þetta of mikið í byrjun.“

Aukin fræðsla til nýrra íbúa

Lögð hefur verið ahersla a að auka fræðslu til erlendra ibua frá ýmsum stofnunum svo sem Almannavörnum, HSU og fræðsluneti Suðurlands til að miðla áfram þeirri þekkingu. Einar segir að mikil áhersla hafi verið lögð á að ná utan um hversu mikið íbúar af erlendum uppruna þekkja til þeirrar þjónustu sem sveitarfélagið veitir, og þeir eigi rétt á sem íbúar sveitarfélagins.

Það hefur verið skemmtilegt að sjá hvaða áhrif þessar breytingar á kjörskránni hafa haft, allt í einu var t.d. ný líkamsrækt orðið hitamál í samfélaginu, eitthvað sem áður hafði ekki verið ofarlega í umræðunni en með tilkomu fjölbreytts og stækkandi hóps á aldrinum 20-40 ára komi kröfur um ákveðna þjónustu sem hafi kannski ekki verið ræddar áður. Enskumælandi ráðið aðstoði þannig við að sem flestir íbúar sveitarfélagsins geti haft áhrif á þá þjónustu sem verið er að veita. Einar Freyr telur að vel hafi tekist til í þessu verkefni.

Fannst ég loks tilheyra

Tomasz Chochołowicz formaður ráðsins tekur i sama streng. Hann sagðist í fyrstu ekki hafa trúað því hversu mikla áherslu ætti að leggja á stofnun þess. “Ég var smá tíma að átta mig á því að Einari og öðrum í sveitarstjórn væri fúlasta alvara með stofnun ráðsins. Ég var búinn að búa í Vík í átta ár en fannst ég aldrei tilheyra að fullu eða geta haft einhver áhrif á samfélagið. Það er frábært að þarna sé kominn vettvangur fyrir íbúa af erlendum uppruna til að hafa áhrif innan stjórnsýslunnar og geta komið sínum hugmyndum á framfæri.“

Tomasz segir það hafa skipt sköpum að sveitarstjórinn og sveitarstjórnin öll hafi tekið virkan þátt frá upphafi. „Einar mætir á alla fundi ráðsins og segir okkur fréttir frá störfum sveitarstjórnar. Við getum á móti deilt með honum hvernig umræðan er í samfélaginu, hvað brenni helst á þeim íbúum sem við erum í samskiptum við þvi það er mjög mikilvægt að geta talað svona beint saman.“

Því fleiri raddir, því betra

Tomasz segir það með vilja gert að hafa mörg þjóðerni innan ráðsins. Þannig gefi ráðið góða mynd af íbúum Mýrdalshrepps. Það er mikil íbúavelta í Vík og nágrenni, algengt að fólk komi og vinni í 3-4 mánuði og sé svo farið aftur. Þessu eru Einar og Tomasz sammála um að þurfi að breyta. Tomasz segir að nýir íbúar af erlendum uppruna fái sent bréf inn um lúguna, nokkurs konar móttökubréf. Í bréfinu má finna ýmsan fróðleik varðandi búsetu á Íslandi, svo sem hvernig sækja eigi um kennitölu, skattaupplýsingar og önnur atriði sem ráðið telur að gagnlegt sé fyrir nýja íbúa að vita sem fyrst. „Þetta eru upplýsingar sem auka lífsgæði fólks á nýjum stað, eitthvað sem allir þurfa að vita. Við erum lítið samfélag sem stækkar hratt og þurfum allar hendur á dekk. Það er þess vegna gríðarlega mikilvægt að nýir íbúar aðlagist samfélaginu sem best.“ Segir Tomasz Chochołowicz að lokum.

Landstólpann hafa hlotið einstaklingar, fyrirtæki og hópar sem þykja hafa skarað fram úr í verkefnum sínum og störfum. Markmið með Landstólpanum er að efla skapandi hugsun og bjartsýni og er viðurkenningin því hugsuð sem nokkurs konar hvatningar- og bjartsýnisverðlaun.

The English-speaking council of Mýrdalshrepp was today awarded the community recognition of the Icelandic Regional Development Institute, "Landstólpinn" 2024. 

The award was presented at the annual meeting of the Icelandic Regional Development Institute in Bolungarvík, and this is the thirteenth time the award has been given. A total of 65 nominations were received for 26 individuals/projects from around the country.

The population of Mýrdalshreppur has increased rapidly over the past decade, and the increase is largely driven by immigrants, but more than half of the population in the municipality is from foreign countries. In 2022, an English-speaking council was set up in Vík, given that the number of foreign residents on the electoral roll quadrupled following changes to the electoral law. Instead of having to have lived there for five years to be eligible for local government elections, it was only necessary to have lived there for three years.

The council consists of seven representatives from six nationalities, which reflects the diverse society in Vík, where people from around 20 nationalities live. The reception of the residents to the council has been good and there was an immediate interest in sitting on the council. The idea of the council was discussed before the elections, meetings were held in English and election materials were published in English and Icelandic.

It is important that everyone has an equal opportunity to make decisions

Einar Freyr Elínarson, mayor of Mýrdalshreppur, says that after these changes, the feeling was that a large part of the community was actually quite detached and had neither a voice nor the opportunity to express their ideas and really participate in the policies and decisions. "We have a large group of foreign residents who pay full taxes to society and have the right to vote for local governments. Due to circumstances, not everyone has the same opportunity to learn Icelandic, given that English is the dominant language in tourism, which is our largest industry. We thought it was an important issue of equality that all residents have real opportunities to be involved in policy-making and decision-making, and the English-speaking council is part of that," says Einar Freyr.

He says that this is a way to guarantee that new residents get their space and can use their voice. "The goal was always to allow the voices of all residents to be heard, but the way municipalities approach this issue is different. It is politically appointed to this council and paid for sitting in meetings in the same way as in other councils. We wanted to take this seriously and not lose it in some kind of doodle project" says Einar Freyr and adds "This is certainly a development project, we are shaping the scope and issues. The council is responsible for the issues of new residents in the municipality, but we didn't want to limit this too much in the beginning."

Increased education for new residents

Emphasis has been placed on increasing education for foreign citizens from various institutions such as the Civil Protection and Emergency Management, the Health institution of the South and the Lifelong learning Center of the South in order to pass on that knowledge. Einar says that a lot of emphasis has been placed on finding out how much residents of foreign origin know about the services that the municipality provides, and to which they are entitled as residents of the municipality.

It has been fun to see what effect these changes to the electoral roll have had, suddenly there was e.g. new gym has become a hot topic in society, something that had not previously been highly discussed, but with the arrival of a diverse and growing group of people aged 20-40 years comes demands for certain services that may not have been discussed before. The English-speaking council helps so that as many residents of the municipality as possible can influence the services that are being provided. Einar Freyr believes that this project was successful.

I finally felt like I belonged

Council chairman Tomasz Chochołowicz agrees. He said at first he did not believe how much emphasis should be placed on its establishment. "It took me a while to realize that Einar and others in the local government were very serious about the establishment of the council. I had lived in Vík for eight years, but I never felt that I fully belonged or that I could have any influence on society. It is great that there is a platform for residents of foreign origin to have an influence within the administration and to be able to express their ideas."

Tomasz says that it has been crucial that the mayor and the entire local government have been actively involved from the beginning. "Einar attends all council meetings and tells us news about the work of the local council. On the other hand, we can share with him how the discussion is in the community, what is most important to the residents with whom we are in contact, because it is very important to be able to talk directly together like this."

The more voices, the better

Tomasz says it was done on purpose to have many nationalities within the council. In this way, the council gives a good picture of the residents of Mýrdalshrepp. There is a high population turnover in Vík and the surrounding area, it is common for people to come and work for 3-4 months and then leave again. Einar and Tomasz agree that this needs to be changed. Tomasz says that new residents of foreign origin are sent a letter through the hatch, a sort of welcome letter. In the letter you can find various information regarding living in Iceland, such as how to apply for a social security number, tax information and other matters that the council believes are useful for new residents to know as soon as possible. "This is information that increases the quality of life of people in a new place, something that everyone needs to know. We are a small community that is growing fast and we need all hands on deck. It is therefore extremely important that new residents adapt to society as best as possible," concludes Tomasz Chochołowicz.

Landstólpinn has been awarded to individuals, companies and groups who are considered to have excelled in their projects and work. The goal of Landstólpinn is to promote creative thinking and optimism, and the recognition is therefore intended as a kind of motivational and optimistic award.
